Any economic recovery must begin with an appropriate behavioral response. Here are four policies that can help small businesses as their PPP money runs out:

First, a careful analysis by economic and health experts found that a robust and prolonged recovery was difficult in the absence of “non-pharmaceutical interventions” like widespread mask wearing, social distancing and school closures.

Second, it’s critical to provide capital to those businesses that missed out on earlier programs—while also targeting development in the communities that need it the most.

Third, we need to provide some relief to older business owners who were counting on their businesses to carry them into retirement.

Lastly, as our economy begins to rebuild, we need programs that provide capital to current and aspiring entrepreneurs.
